Discussing the Transformation of Military People's Administrations in the Terek Region in the Documents of Government Bodies of the 1860s.

Abstract

The article examines the discourse of government bodies of the Russian Empire around the transformation of military-people's administrations in the Terek Region in the 1860s. Within the framework of historical institutionalism, the article analyzes how the projects of these transformations were formulated, justified and adjusted in the documents of the Commander of the Caucasian Army, the War Ministry, the General Staff and the Caucasian Committee. It is shown that the discussion took the form of a multi-level departmental debate: the Commander of the Caucasian Army acted as the initiator of the transformations, the War Ministry insisted on reducing expenditures and gradual introduction of new structures, and the Caucasian Committee served as a coordinating authority. It was established that there were no fundamental disagreements on the structure of administration, the creation of the guard and people's courts – the discussion focused on financial issues. The result was the approval on May 29, 1862 of the Regulation on the Administration of the Terek Region and the Regulation on the Guard, which consolidated a compromise model of administration.
