В первой половине 1920-х гг. параллельно развивались процессы поиска форм национально-государственного устройства горских народов и механизмов их административно-территориального управления. Решения этих вопросов были взаимосвязаны и взаимообусловлены. В основе политики советского государства лежал принцип экономического тяготения территорий и хозяйственно-экономического единства Северного Кавказа. В связи с этим для администрирования национальных автономий была создана Юго-Восточная область, а затем и Северо-Кавказский край, в рамках которых проявилась новая тенденция, связанная с консолидацией административно-политической элиты национальных автономий. В ее основе лежала необходимость ослабления территориальных конфликтов между горскими народами и укрепления политических и экономических основ национальных автономий. Вместе с тем региональные системы административно-территориального управления стали важным инструментом национальной политики советской власти. В целом была сконструирована эффективная система, интегрировавшая в себе федеральный, региональный и областной уровни власти и управления.

During the first half of the 1920s, with the processes of searching for forms of the national-state structure of the mountain peoples, the mechanisms for their administrative-territorial control were developed. The solutions to these issues were interrelated and interdependent. The policy of the Soviet state was based on the principle of economic gravity of territories and the economic unity of the North Caucasus. At the same time, the regional systems of administrative-territorial administration became a crucial instrument for the national policy of the Soviet government. An effective system was designed that integrated the federal, local, and regional levels of government and management. In this regard, the administration of national autonomies, the South-Eastern region was created, and then the North Caucasus Territory, where a new trend associated with the consolidation of the administrative and political elite of national autonomies occurred. During that time, the regional systems of administrative-territorial direction became a crucial instrument of the national policy of the Soviet government. In general, an effective system was designed that integrated the federal, regional levels of government and management. It lies in the need to ease territorial conflicts between the mountain peoples and to strengthen the political and economic foundations of national autonomies.
